CUELayer is a registered A2P (Application-to-Person) messaging brand. We send SMS messages only to individuals who have explicitly opted in. Message and data rates may apply. You can opt out at any time by replying STOP.
CUELayer LLC operates as an A2P messaging brand on behalf of its clients — including municipalities, nonprofits, businesses, and community organizations. SMS messages are sent through applications we build and manage, including PlowDesk, AlertRanger, and custom client apps.
All SMS programs operated by CUELayer comply with the Telephone Consumer Protection Act (TCPA), CTIA Messaging Principles and Best Practices, and carrier A2P 10DLC requirements.
We obtain explicit, informed opt-in consent before sending any SMS messages. Consent is obtained through one of the following methods:
Consent is never purchased, assumed, or obtained through deceptive means. Consent to receive SMS is never a condition of receiving a service.

Message frequency varies by program and is disclosed at the time of opt-in. Most programs send messages only when triggered by a relevant event (e.g., a weather alert). Recurring programs disclose approximate frequency (e.g., "Up to 4 messages per month").
Recipients may opt out of any CUELayer SMS program at any time by:
Upon opt-out, we send a single confirmation message and add the number to our suppression list. We do not re-enroll opted-out numbers without fresh, explicit consent.
Recipients may reply HELP to any message to receive a response containing the program name, a brief description, opt-out instructions, and a support contact.
CUELayer does not charge recipients for SMS messages. However, standard message and data rates from your mobile carrier may apply.
Carriers are not liable for delayed or undelivered messages. Message delivery is subject to network availability and carrier terms.
Phone numbers collected for SMS programs are used solely to deliver the messages you have consented to receive. They are not sold, shared with third parties for marketing purposes, or used for any other program without separate consent. See our Privacy Policy for full details.
Each app or messaging program operated by CUELayer may publish its own supplemental disclosure at the point of opt-in. Those disclosures are incorporated by reference into this policy.
CUELayer facilitates billing and payment processing for PlowDesk, AlertRanger, and Postari. Card payments are handled through third-party payment services, and payment-card data is handled according to the security responsibilities applicable to CUELayer and those providers.
CUELayer may collect payments, manage subscriptions, issue invoices and receipts, and provide billing support for its applications. Depending on the product and transaction, a third-party payment service provider may securely collect and process the payment credentials used to complete a purchase.
Use of a payment provider does not eliminate CUELayer’s responsibility to understand and manage its shared payment-security obligations. CUELayer reviews the services it relies on and limits its own handling of payment-card data wherever practical.
CUELayer’s payment practices are designed around the Payment Card Industry Data Security Standard (PCI DSS) and applicable payment-network requirements. Our approach includes:
CUELayer does not request or accept a full payment-card number, card verification code (CVV/CVC), PIN, password, or bank-account credentials through email, SMS, or the support form. Card verification codes are not retained after authorization.
Before a customer completes a purchase, the applicable checkout or agreement identifies the product or service, price, billing interval, and any recurring-payment terms. By completing the transaction, the customer authorizes CUELayer and its payment provider to collect the disclosed amount using the selected payment method.
For recurring subscriptions, authorization remains in effect until the subscription is canceled or otherwise ends under the applicable product terms. Customers are responsible for maintaining accurate billing and contact information.
Customers who do not recognize a CUELayer charge, believe an amount is incorrect, or need help with an invoice, subscription, cancellation, or refund should submit a request through the CUELayer support page. Include the app name, charge date, amount, and the last four digits of the payment method when available. Never include a full card number or security code.
Refunds and cancellations are reviewed under the terms applicable to the purchased product or service. CUELayer may request additional non-sensitive information to confirm the account or transaction before making billing changes.
CUELayer and its payment providers may use transaction, device, account, and payment signals to prevent fraud, abuse, and unauthorized access. A transaction may be declined, delayed, or reviewed when activity appears unusual or cannot be verified. Customers should promptly report suspected unauthorized account or payment activity.
CUELayer may retain transaction identifiers, invoices, payment status, subscription details, contact information, and limited payment-method details such as card brand and last four digits. This information is used to deliver services, maintain financial records, respond to support requests, prevent fraud, and meet legal obligations. See our Privacy Policy for more information.
